Those are the strongest bases I could gather up, excluding the ones you've found:

Rubidium hydroxide [RbOH]
Lithium hydroxide [LiOH]
Caesium hydroxide [CsOH]
Barium hydroxide [Ba(OH)2]
Strontium hydroxide [Sr(OH)2]

In general, a base is defined as a compound that accepts protons(H+ ions) , releases hydroxide ions in water or releases electrons,so... inaddition to the bases mentioned,I guess you could include oxides of some group1 and group2 metals also, then you have,
Na2O,K2O,MgO,BaO,Bi2O3etc.

Is there any requirement that the base needs to be of a certain strength?

Conjugate bases of acids should serve you well here, start thinking of acids and then subtract Hydrogen atoms.

EG: dihydrogenphospate, ammonia etc.
