HCO3- Lewis Structure

I was wondering if there are 2 versions of drawing the Lewis Structure for HCO3-, or if only the top one is correct? If so, could you possibly explain why it is one over the other and how I make that decision? (please see attachment!)

Could the two be isomers?

I'm looking at the oxygen in the second diagram that is double bonded with the carbon. It's sharing an awful lot of bonds when it typically only uses two bonds. ie. -O- as opposed to =O- . I can't think of a specific reason to exclude it but the oxygen seems overburdened and that probably means it's energetically unstable.
